Construction of Laar Museum and Molvi Haji Ahmed Mallah Library, Badin

In September 1980, Shaikh Soomar, the founder of Laar Museum and Member of the Executive Committee held a meeting under the Chairmanship of Director Culture and decided to establish the “LAAR MUSEUM” making the Deputy Commissioner Badin as Chairman of the Committee responsible for General Administration of the Project.


In 1982-83 the then Governor of Sindh visited Badin and on demand of the people of Badin sanctioned an amount of Rs. 0.150 million for the Museum and Molvi Haji Ahmed Mallah Library, which was first aid apart from physical and financial efforts taken by Mr. Soomar.

In 1987, Mr. Soomar participated in the Thar Mela alongwith antiques and valuables of Laar and won the price of Rs. 0.500 million from then Prime Minister of Pakistan. The amount of Rs. 0.15 million were spent for the construction of two rooms to safe-guard and placement of antiques and valuables.

In 1988 a plot earmarked for Laar Museum was sold to Agriculture Development Bank of Pakistan for Rs. 0.414 million to generate additional funds and in this way the amount in hand became 0.914 million against the Laar Museum.

In 1987 the Commissioner Hyderabad vide his letter No: 1450-Conf:/87 dated March 1987 directed the Deputy Commissioner Badin that Administrative control of Laar Museum will remain with the Chairman Laar Museum Committee / Deputy Commissioner Badin while the affiliation of Culture Department with this project will only be for the purpose of guidance if required.

The Committee in the Chairmanship of the Deputy Commissioner Badin decided to construct Laar Museum and Molvi Haji Ahmed Mallah Library at such a place and such manner so that it should be prominent and represent the culture of Laar. For this purpose M/s Dr. Alvi and Associates were asked to submit the design and plan for building and also it was desired that the building should be constructed in fine rubble stone masonary. The consultants submitted the drawings and designs and the Deputy Commissioner Badin in the capacity of Chairman Laar Museum Committee invited the tenders of main building for Rs. 2.2 million which did not include the electric work, podium around the building, bathrooms and lavatory block. The tenders invited were based on schedule of rates of 1980.

During the construction it was felt necessary that the plinth of the building should be raised further by 3’6” than the previous plinth level, as such the main road is highly elevated. The contractor completed it partly upto lintel level and partly upto sill level and abandoned the work.

In May 1991 during the Laar Mela at Badin, the then Chief Minister of Sindh announced an amount of Rs. 3 million as a grant for the Museum and Library.

On August 20, 1991, a meeting of the Committee was held and decided that the contract of M/s Muhammad Yousif & Co. should be rescinded under clause-3(a) of the Agreement by forfeiting their earnest money and security deposit amounting to Rs. 62,597/-.

On December 24, 1993 a meeting of the Laar Museum Committee was held under the Chairmanship of the Commissioner Hyderabad in which Secretary to Government of Sindh, Culture Department was also present and it was decided that a four member construction committee be constituted, having the Deputy Commissioner Badin as Chairman of the Committee accordingly. A meeting of the construction committee wad held under the Chairmanship of the Deputy Commissioner on January 24, 1993 in which the estimates for remaining work including left over work such as Podium, Internal Electrification etc. were discussed and approved. The estimates based on schedule of rates of 1989, also the Committee empowered Deputy Commissioner Badin to invite tenders from the approved contractors of Education and Communication & Works Department. The Deputy Commissioner invited the tenders vide letter no. 744 dated January 26, 1993 and the tenders were opened on February 25, 1993 with a completion period of 18 months.
